Esperanza Estates Homeowners Association

Meeting of the Board of Directors

December 16, 2013

Esperanza Estates Ramada

Green Valley, AZ

Having determined that a quorum was present, the meeting was called to order at 1:00 PM.
There were no additions or corrections to the November minutes which are now considered approved.
Absent, but excused, were Boyd Morse and Dean Hess.

I. Treasurer's Report: Joan Moreaux gave the monthly financial report; copies are available upon request to Joan.

II. Committee Reports:

A) Architectural Control: Jim Lindberg presented a request from the homeowner at 281 S. Circulo Napa to install a stairway from the walking path at the rear of the property to the access road behind the house. Transitioning from the walking path to the access road presents a hazard to the homeowner and to utilities workers. After review of the plans, the project was approved.

B) Capital Projects: No report.

C) Common Area Maintenance: No Report.

D) GVC: It was decided by a vote of the Board to send a letter to the Green Valley Council in support of the 5 cent a gallon gasoline tax increase proposed by the County Administrator, with the proviso that a condition be included in the legislation restricting the use of those additional funds to street and road maintenance.  A copy of the letter will be sent to Supervisor Carroll and Administrator Huckleberry.

E) Neighborhood Relations: Nothing to report

F) Recreational Facilities: Tom Cooke reported that repairs are being made to the tile on the counter at the Ramada and to the conduit at the front of the Ramada. Tom further reported that a trash bag dispenser has been installed in plain sight--near the trash can concealment wall--after many unsuccessful attempts to encourage people to install a liner before depositing trash into the cans.

G) Neighborhood Watch: No Report

H) Hospitality: Marla Reis reported on the new direction the committee is taking--with groups sponsoring events with the Committee coordinating the events. The next event will be the Chili Cook-off at the Ramada on Tuesday, January 14.  Look for details in the Monday Morning Memo.

I) Enhancement: No Report.

J) Public Arts: No Report.

K) Gardeners: Bill Berdine reported that the Gardeners will be retaining a designer to create an aerial diagram of the subdivision and all of our parks to aid in future work by the Gardeners, also, possibly, to be included in the 2014 EE Names & Addresses directory.

IV. Old Business

Eric Ellingson reported that the demonstration of the proposed installation of acoustic tile on the Ramada ceiling was complete. A motion was proposed to proceed with the full installation, the motion was seconded and passed.

V. New Business

It was noted that sand, demolition debris, and rubbish has been appearing at the rear of the tennis/pickleball courts.  A motion was proposed to purchase and install a sign in that area that prohibits dumping. The motion was seconded and passed. No one was tasked with that duty, but it will be done.

Pat Sharpe informed the Board that an aggressive dog living in the neighborhood was endangering smaller dogs during walks in the neighborhood. The owner will be contacted by Neighborhood Relations.

The meeting was adjourned at 1:50 PM.
