Meeting of the Board of Directors

April 15, 2013

Esperanza Estates Ramada

Green Valley, AZ

A quorum was determined and the meeting was called to order at 1:00 PM. All Board Members were present except Boyd Morse. A call was issued for any new homeowners to identify themselves; none did so. A call was issued for corrections or additions to the March meeting minutes; none being made, the minutes were approved.

I. Treasurer's Report: Joan Moreaux presented a detailed financial report showing that all items were at or near budget. A copy of this report is available upon request.

II. Committee Reports:
Architectural Control: Jim Lindberg reported that the owner of a Quad house on Calle Ensalmo had made significant landscaping modifications to the common area outside the perimeter walls of the house (which is not allowed in the case of a 'quad' without prior Board approval); the modification had not received Board approval. Several Board members have examined the changes and all agreed that the area was attractive and should require little on-going maintenance. After some discussion, the Board voted to approve the modification after-the-fact, but stipulated that a letter be sent to the homeowner to explain the CC&R violation. During the discussion, a noteworthy point was made that, if unapproved modifications were made to common areas and were uncontested by the Board, the HOA would effectively assume responsibility for ongoing maintenance of the modifications by default, and any subsequent homeowner would not be required to maintain the modifications. Jim also noted that another house, also on Ensalmo, had a cracked perimeter wall, gateway arch, and garage wall. The homeowner had been notified, and had agreed to repair the structure.

Capital Projects: No report.

Common Area Maintenance: Dean Hess reported that the most significant effort during the next few weeks would be pruning of the Oleanders in common areas. He has negotiated several extra work days with Hot Desert. It must be noted that the cooperation between Common Area Maintenance and the Gardeners group has resulted in really significant improvements to our Parks and other Common Areas.

GVC: Joe McCalpin reported on the successful Household Hazardous Waste event. His full report will be included in the next issue of the Periodico.

Neighborhood Relations: Stacie Meyers reported there had been a complaint about noise in one neighborhood that was subsequently resolved.

Recreational Facilities: Tom Cooke reported that the pickleball activities were tailing off with the departure of winter residents. He also reported that with rising temperatures, the evaporation from the pool was significantly affecting the water level of the pool. He is working with Craig Surprise to install an automatic valve that will add water to the pool at intervals to maintain water levels and avoid damage to pool equipment. Ken Adler noted that installation of roof tiles at the new tennis/pickleball court restrooms had not been completed. Ben Sheffield said that no such tiles existed.

Hospitality: Sam Bernard reported that planning was under way for the Cinco de Mayo party, and a Fourth of July party on the fourth of July.

Enhancement: No report.

Gardeners: Bill Berdine gave an extensive report on the activities of that Committee. (Click here to read the full report.) The improvements the Gardeners have made to our Common Areas is nothing short of remarkable Bill is in the process of developing a Master Plan for our Common Areas which will be unveiled in the fall.

Miscellaneous: Tom Cooke reported that the use of the Ramada by private groups has increased significantly and that the users were doing a fine job of cleaning up after themselves and respecting our property. Eric Ellingson reported he'd been notified that the mine will be releasing water pumped from the sampling wells into Arroyo #9.
